I don't know if you have ever read or heard Bhikkhu Bodhi (of Buddhist Global Relief) discuss the Mahamangala Sutta, but in it he points out what the Buddha taught about the conditions for cultivating mindfulness: these include physical safety, the peace of mind of having basic needs met and so forth.
